Près de vingt-cinq ans après l’entrée en vigueur de la Convention sur l’interdiction de l’emploi, du stockage, de la production et du transfert des mines antipersonnel, 33 États parties demeurent dans l’obligation de poursuivre le déminage de leur territoire. La présente étude cherche à identifier les circonstances qui empêchent les États parties de détruire toutes les mines antipersonnel dans les zones minées. Une analyse a été réalisée sur un échantillon d'États ayant déposé une demande de prolongation de délai pour l'article 5, à travers plusieurs catégories. Des tendances quant aux circonstances qui empêchent l'exécution totale de l'article 5 de la Convention ont pu être dégagées.
