Bij het evalueren van het beleid spelen tal van elementen een rol. Niet alleen de organisatiestructuur is van belang maar ook het kaderwerk dat voorhanden is. Dat kaderwerk omvat de manier waarop de strategische lijnen worden uitgetekend en de wijze waarop men de uitvoering ervan opvolgt en rapporteert. Het verzamelen van prestatie-informatie over de belangrijkste processen en activiteiten van de organisatie (performance measurement) is daarin een eerste stap.
