Abstract

IIn 2005, almost 700,000 immigrants acquired the citizenship of a member state of the European Union; over 600,000 became US citizens; nearly 100,000 became Australians and approximately 200,000 Canadians. 2005 was not an exceptional year. During the past decades, many advanced liberal democracies have become more ethnically diverse societies. This book breaks new ground in the analysis of the political representation of immigrants and visible minorities both theoretically and empirically. It examines the upward trend in migrant and minority representation and demonstrates that there remain crucial differences across liberal democracies in the timing of these developments; in channels of access for minority representatives, in the policy focus and outcomes of minority representation; in the nature of the connections between minority representatives and minority communities, and in the nature of their relationships with constituents at large.Part I analyses immigrants and visible minorities as voters, who must be the starting point of any analysis of political representation. Part II deals with the stage of candidate selection within political parties, a crucial and under-researched stage in the process of political representation. Part III deals with immigrants and members of visible minorities, once elected to parliament and includes analyses of the Canadian Parliament, the German Bundestag, MPs in the United Kingdom and Members of the United States Congress. The book will of interest to students and scholars of migration and ethnicity studies and political science, especially those with an interest in political representation, democratic institutions, voting behaviour, party organisation, legislative behaviour and comparative politics.

Abstract

This book considers the impact that the increasing number of LGBQ politicians in Canada has had on the political representation of LGBTQ people and communities. Based on analysis of parliamentary speeches and interviews with 28 out LGBQ parliamentarians in Canada between 2017 and 2020, Tremblay shows how out LGBQ MLAs and MPs take advantage of their intermediary position between the LGBTQ movement and the state to represent LGBTQ people and communities. For example, the politicians in this study introduce pro-LGBTQ bills, lobby cabinet ministers, act as a bridge between LGBTQ groups and the civil service, and give talks in schools about their identities. Most importantly, they act as role models for LGBTQ people (particularly children and teens) and contribute to lifting the social stigma around sexuality and gender identity. This latest volume in our Sustainable Development Goals series underlines that SDG 16 (Peace, Justice, and Strong Institutions) can only be accomplished with political representation for the LGBTQ community and minority groups in general. Abstract

Oversight answers the question of whether black and Latino legislators better represent minority interests in Congress than white legislators, and it is the first book on the subject to focus on congressional oversight rather than roll-call voting. In this important book, Michael Minta demonstrates that minority lawmakers provide qualitatively better representation of black and Latino interests than their white counterparts. They are more likely to intervene in decision making by federal agencies by testifying in support of minority interests at congressional oversight hearings. Minority legislators write more letters urging agency officials to enforce civil rights policies, and spend significant time and effort advocating for solutions to problems that affect all racial and ethnic groups, such as poverty, inadequate health care, fair housing, and community development. In Oversight, Minta argues that minority members of Congress act on behalf of broad minority interests--inside and outside their districts--because of a shared bond of experience and a sense of linked fate. He shows how the presence of black and Latino legislators in the committee room increases the chances that minority perspectives and concerns will be addressed in committee deliberations, and also how minority lawmakers are effective at countering negative stereotypes about minorities in policy debates on issues like affirmative action and affordable housing.
