Abstract

A large-scale economic experiment, conducted on a representative sample of the US population, shows that cooperation creates special moral obligations. Participants in the experiment, acting as impartial spectators, transferred significantly more money to an unlucky worker when two individuals had cooperated than when they had worked independently. The authors further show that the effect of cooperation is strongly associated with political affiliation, with Democrats attaching significantly more importance to cooperation as a source of moral obligation than Republicans. The findings shed light on the foundations of redistributive preferences and may contribute to explain the often observed asymmetry in moral concern for different groups of individuals, both nationally and internationally.

Abstract

Nothing is more integral to democracy than voting. Most people believe that every citizen has the civic duty or moral obligation to vote, that any sincere vote is morally acceptable, and that buying, selling, or trading votes is inherently wrong. In this provocative book, Jason Brennan challenges our fundamental assumptions about voting, revealing why it is not a duty for most citizens--in fact, he argues, many people owe it to the rest of us not to vote. Bad choices at the polls can result in unjust laws, needless wars, and calamitous economic policies. Brennan shows why voters have duties to make informed decisions in the voting booth, to base their decisions on sound evidence for what will create the best possible policies, and to promote the common good rather than their own self-interest. They must vote well--or not vote at all. Brennan explains why voting is not necessarily the best way for citizens to exercise their civic duty, and why some citizens need to stay away from the polls to protect the democratic process from their uninformed, irrational, or immoral votes. Abstract

This remarkably rich collection of articles focuses on moral questions about war. The essays, originally published in Philosophy & Public Affairs, cover a wide range of topics from several points of view by writers from the fields of political science, philosophy, and law. The discussion of war and moral responsibility falls into three general categories: problems of political and military choice, problems about the relation of an individual to the actions of his government, and more abstract ethical questions as well. The first category includes questions about the ethical and legal aspects of war crimes and the laws of war; about the source of moral restrictions on military methods or goals; and about differences in suitability of conduct which may depend on differences in the nature of the opponent. The second category includes questions about the conditions for responsibility of individual soldiers and civilian officials for war crimes, and about the proper attitude of a government toward potential conscripts who reject its military policies. The third category includes disputes between absolutist, deontological, and utilitarian ethical theories, and deals with questions about the existence of insoluble moral dilemmas.

Japan underwent three distinct crises of sovereignty in its modern history: in the 1890's, during the interwar period, and in the 1950's. Each crisis provoked successively escalating crusades against opium and other drugs, in which moral entrepreneurs--bureaucrats, cultural producers, merchants, law enforcement, scientists, and doctors, among others--focused on drug use as a means of distinguishing between populations fit and unfit for self-rule. Moral Nation traces the instrumental role of ideologies about narcotics in the country's efforts to reestablish its legitimacy as a nation and empire. As Kingsberg demonstrates, Japan's growing status as an Asian power and a "moral nation" expanded the notion of "civilization" from an exclusively Western value to a universal one. Scholars and students of Japanese history, Asian studies, world history, and global studies will gain an in-depth understanding of how Japan's experience with narcotics influenced global standards for sovereignty and shifted the aim of nation building, making it no longer a strictly political activity but also a moral obligation to society.
