Abstract

Comment peut-on être protectionniste ? Pour le discours économique dominant, c'est le libre-échange qui a apporté la prospérité générale, la paix internationale et le bonheur des peuples. Mais ce discours n'entretient-il pas sciemment la confusion entre autarcie et protectionnisme, surtout si l'on envisage celui-ci comme une forme de régulation, à l'image des écluses régulant le cours d'un fleuve ? Le retour du protectionnisme est aujourd'hui une évidence. Il a une histoire, qui remonte à la naissance de l'économie politique « classique ». Parmi ses principaux théoriciens : Georg Friedrich List (1789-1846) ou encore Henry Charles Carey (1793-1879). Or, le protectionnisme peut-il réellement avoir de l'avenir dans un monde ouvert et globalisé ? C'est ce que Jacques Sapir explore dans cet ouvrage. Sans être exhaustif mais avec un grand souci de clarté, il donne une vue fidèle du déploiement de la pensée protectionniste et des arguments qui plaident en sa faveur. Ce faisant, il déconstruit quelques idées reçues bien ancrées et prouve notamment que c'est le protectionnisme, et non le libre-échange, qui est à l'origine de la croissance économique ...

Parce qu'il a vécu dans l'Allemagne de la première moitié du XIX siècle, pays pauvre et en retard, List a magistralement compris le dilemme des pays émergents. 0Soit ces pays imitent l'économie du pays dominant, acceptent le jeu du libre-échange et ils tombent dans une dépendance sans cesse accrue à l'égard du monde extérieur. 0Soit ils s'efforcent de se frayer une voie originale vers le développement en préservant leur souveraineté. 0Pour y parvenir, il est nécessaire que ces pays rompent avec la vulgate libre-échangiste et mondialiste en s'appuyant sur le rôle de l'Etat développeur et du protectionnisme éducateur. Depuis un siècle et demi, tous les pays émergents comme l'Allemagne, les Etats-Unis, la Russie et le Japon à la fin du XIXe et durant le XXe siècle, ont emprunté ce chemin, suivis ensuite par les pays du Sud-Est asiatique et, enfin, par la Chine aujourd'hui.0Ce livre comporte quatre parties principales:0La première porte sur List et sa théorie du développement économique des nations.0La seconde traite de l'influence de la pensée de List à l'ère des nationalismes économiques (1870-1945)0La troisième aborde la question de l'influence de la pensée de List à l'ère des indépendances et des décolonisations.0La quatrième partie étudie l'actualité de la pensée de List à l'ère de la démondialisation et du retour des nations. Elle constitue le prélude à l'élaboration d'une économie politique des nations adaptée à notre temps.

Abstract

Sri Lanka's external performance defies global trends on two counts. First, the level of openness as measured by the ratio of trade in goods and services, after a strong increase in 1987-95 and stagnation in 1996-2004, sharply fell in 2005-10 to the levels experienced during the era of import substitution. Second, the share of clothing in manufactured exports has remained largely unchanged over the past 25 years. Had there been no economic growth, this would not have been puzzling. The paper argues that these unique features can be traced to (a) the duality of Sri Lanka's economic regime -- the legacy of unfinished structural reforms of a socialist economic regime -- and (b) high and growing protectionism in the 2000s. Sri Lanka's experience shows that the lack of stability in trade policy combined with recently expanding protectionism and the state's micromanagement of investment does not create an institutional/policy setting conducive to rapidly evolving composition of exports and their fast growth. The practice of dealing with weaknesses in trade policies and the business environment through granting exemptions to various activities deemed desirable by the authorities only exacerbates distortions and creates more fertile ground for rent seeking. Without a radical overhaul of the current policy framework shaping interaction of Sri Lankan businesses with global markets, economic growth may be reduced, if not reversed.
