I foraret 2003 præsenterede en nordisk samarbejdsgruppe en rapport om ",Vestnorden i det nordiske samarbejde",. Samarbejdsministrene i Nordisk Ministerrad havde bedt samarbejdsgruppen om at vurdere Vestnordens stilling i det nordiske samarbejde. Der blev præsenteret forskellige ideer og direkte forslag, som kunne styrke samarbejdet mellem nationer i det nordlige Atlanterhav. I udredningen fandtes et forslag om at Nordisk Ministerrad skulle gennemføre en omfattende vurdering af omfanget af fly- og skibstrafik internt i den vestnordiske region, og mellem Vestnorden og andre lande. Denne rapport gir en udførlig redegørelse for faktorer som har indvirkning pa trafiksituationen i disse samfund, belyser hvad de har til fælles og hvilke forhold som adskiller dem. Redegørelsen er begrænset til kun at sætte fokus pa faktorer som har tilknytning til arbejdsmarkedet, turisme, fly- og skibstrafik.
