Impacts of PROSPERA on Enrollment, School Trajectories, and Learning

Abstract

Many studies have demonstrated that Mexico's conditional cash transfer program, PROSPERA, has substantial effects on educational attainment. Nevertheless, little evidence exists on whether increases in time spent in school have led to higher learning in the context of the poor areas where PROSPERA principally operates, which tend to have overall low school quality. This study combines data from nationwide achievement tests with administrative data on PROSPERA beneficiaries to estimate impacts on achievement tests. The analysis finds significant effects on learning, as measured by standardized achievement tests, on the order of magnitude of 0.05 to standard deviation, with larger effects for indigenous children. The analysis also confirms large effects on enrollment in secondary and high school, using administrative school enrollment data rather than self-reported household-level data, as generally used in previous studies. Finally, given the existence of several alternative tracks in secondary and high school, the study also examines where PROSPERA beneficiaries enroll. The findings show that most of the increase in enrollment occurs in tele-secondary schools and, at the high school level, in general high schools.

Abstract

Policy makers in Brazil attempted to improve human capital through changes in the legislated requirements for teacher education in 1996. They passed a national Law of Guidelines and Standards of Education that established 2007 as the deadline for all Brazilian basic education teachers to have tertiary education-level qualifications. This implied a significant change in the profile of teachers in basic education and in the provision of pre-service training. The objective of this study is to investigate the effects of the increase in the share of public upper secondary school teachers with higher education on students' performance in math and Portuguese and analyze the role of the pre-service training framework in the quality of teachers in recent years. The study carried out an empirical analysis to estimate the average treatment effect on the treated on public upper secondary students through the combination of difference-in-difference and propensity score matching methods. The analysis found no evidence of positive effects on Portuguese scores, and despite the statistically significant positive effect of the rise in teachers with higher education on math scores, there was no effect from specific math training. Finally, the paper discusses the possible reason for the ineffectiveness of teacher pre-service training, such as the quality of the training delivered by distance learning modalities and the low performance of the secondary students who enter the teacher schools.

Abstract

Although many educational researchers were pioneers in the integration of technology into teaching and learning prior to 2000, institutions started extensively adopting technology in their courses around this period. However, the adoption process was slow and mainly followed the traditional mode of teaching in the formal university learning environment. The COVID-19 pandemic’s disruption “forced” everyone to use technology for teaching and learning purposes, supporting synchronous and/or asynchronous teaching and learning processes. This book aims not only to present successful practice examples from before or during the COVID-19 pandemic, but also to provide useful information to university teachers, assisting them in further understanding the higher education context, demands and challenges of digital education. Including evidence from the current higher education landscape from all over the world and discussing various frameworks allows institutions and policymakers to take decisions about the future digital education transformation, while teachers and educational researchers can find examples of how various digital learning tools (i.e., virtual simulations and e-portfolios) are integrated into teaching and learning processes in various environment (i.e., online, and blended learning). Considering experiences prior to the COVID-19 pandemic alongside the opportunities and challenges brought about by the pandemic, this book can support the higher education sector in considering curriculum reformations and introducing innovative teaching and learning approaches to meet the Industrial 4.0 revolution.

Abstract

This book summarizes the latest developments in the area of human factors test and evaluation methods for automated vehicles. Future vehicles will allow a transition of responsibility from the driver to the automated driving system and vice versa. Drivers will have the opportunity to use a wide variety of different driver assistance systems within the same vehicle. This coexistence of different automation levels creates new challenges in the design of the vehicle’s human–machine interface (HMI), which have to be accounted for by human factors experts, both in industrial design and in academia. This book brings together the latest developments, empirical evaluations and guidelines on various topics, such as the design and evaluation of interior as well as exterior HMIs for automated vehicles, and the assessment of the impact of automated vehicles on non-automated road users and driver state assessment (e.g., fatigue, motion sickness, fallback readiness) during automated driving.
