From 2001 to 2006, Prime Minister Thaksin Shinawatra transformed Thailand's international role from one of obscurity into a kind of regional hegemon. Thaksin's diplomatic ambitions were reflected in his myriad of grandiose foreign policy initiatives, designed to locate Thailand at the forefront of regional politics and reinstall the Thai sphere of influence over weaker neighbouring states. He abolished the traditional bending-with-the-wind foreign policy, revamped the Thai Foreign Ministry, and empowered Thai envoys through the CEO Ambassadors programme. But in this process, Thaksin was accused of exploiting foreign policy to enrich his business empire. Thaksin's reinvention of Thailand as an up-and-coming regional power was therefore tainted by conflicts of interest and the absence of ethical principles in the country's foreign policy.

La longue crise qui sévit en Thaïlande a touché tous les secteurs d'activités en révélant au monde des dysfonctionnements de la société thaïlandaise qui « posent question » aux acteurs économiques, aux chercheurs et aux journalistes. Ce carnet se justifie pour plusieurs raisons. La première est que de nombreux analystes internationaux nous ont demandé un avis sur la situation. Nous présentons ici une réponse la plus cohérente possible en fonction de nos données. La deuxième est que l'Irasec, de par sa position géographique (situé à Bangkok) est au cœur de l'événement et a pu suivre au quotidien la situation. La troisième est que l'Institut prépare une réédition de sa Monographie nationale sur la Thaïlande contemporaine dans une version remaniée et actualisée qui lui permet d'avoir une réflexion plus profonde sur les origines de la crise. Il s'agit donc de mettre ce matériel à disposition. Pour ce faire, nous avons sélectionné trois contributions de la nouvelle version de Thaïlande contemporaine, absentes de la première édition, qui abordent le problème de front en les condensant pour les besoins du carnet. Nous y avons ajouté les interviews menées dans le cadre de cette réédition, que nous présentons avant leur réécriture (les versions complètes paraîtront dans la monographie). Le chapitre de Jacques Ivanoff (Cnrs - Irasec) « Construction ethnique et ethnorégionalisme en Thaïlande », celui de Narumon Hinshiranan Arunotai (université de Chulalongkorn - Cusri) et Olivier Ferrari (chercheur associé Irasec - Cusri) « La Thainess ou la pratique de l'idéologie culturelle en Thaïlande », et celui de Arnaud Leveau (Irasec) « Une crise multicolore, état des forces en présence » seront publiés dans leur intégralité dans la Monographie nationale Thaïlande contemporaine sous la direction de Stéphane Dovert et Jacques Ivanoff (dernier trimestre 2010, www.indessavantes.com ).

Thailand's political problems attracted international attention when yellow shirted anti-Thaksin protestors closed down Bangkok's international airports in November 2008; the following April pro-Thaksin red shirts prevented an ASEAN-East Asia Summit, and clashed violently with the army in the streets of Bangkok. Conflict between groups for and against former Prime Minister Thaksin has polarized Thai society. Under his watch, violence also returned to the Malay Muslim south, with the loss of over 3,000 lives. The military coup that ousted Thaksin was supposed to end all this, but instead polarization increased and southern violence continued. This book is about how Thaksin divided Thailand, the nature of the southern conflict, and problematic attempts to establish a consensus around a post-Thaksin political order.

Cette étude retrace les différents événements fondateurs du mouvement dit des Chemises rouges, depuis leur création embryonnaire à la veille du coup d'État du 19 septembre 2006 jusqu'à leur écrasante victoire électorale du 3 juillet 2011. Offrant un examen détaillé des actions et des motivations des différentes organisations et groupuscules qui composent les Chemises rouges, l'auteur s'attache à décrypter leur rapport au monde, les relations qui les lient à la personne de Thaksin Shinawatra et à son parti, l'ancien Thai Rak Thai, mais aussi à la monarchie et à l'histoire officielle de leur propre pays. C'est par l'invocation de personnalités, de discours et de symboles que transparaissent alors les forces et les faiblesses de ce mouvement hétérogène, diffus et pourtant décisif dans l'histoire politique contemporaine de la Thaïlande.
