Abstract

Conceived in an era of rapid post-Cold War economic liberalization, the North American Free Trade Agreement (NAFTA), signed in 1994, brought together Canada, Mexico and the United States with the aim of creating a regional trade bloc that eliminated the friction and costs of trade between the three nations. Without an overarching institutional framework, NAFTA never sought to attain the levels of integration achieved by the European Union - for many it was a missed opportunity - and never quite fulfilled its potential as a single market. And under Trump's administration a trilateral trade agreement has become increasingly precarious. This book provides an overview of NAFTA and its successor the USCMA, explaining the theory behind the politics and economics of trade in North America. It offers an accessible and concise analysis of the key provisions, shortcomings and past revision efforts of the governments involved. Abstract

Ann Kingsolver presents stories people have told about NAFTA--young people and old, urban and rural, with differing political perspectives, occupations, and other markers of identity--that demonstrate their expectations and imaginations of the sweeping trade agreement. NAFTA, Kingsolver contends, both before and after its passage, became a catch-all in public discourse for tensions related to neoliberal policies and to economic and cultural processes of globalization. The storytellers in her book, from Mexico, Kentucky, and California, imagined the meaning and possible effects of regional integration on topics ranging from agriculture, to the stereotyping of workers, to national sovereignty and identity. NAFTA became invested with possibilities far beyond the scope of its literal provisions.Kingsolver analyzes the metaphorical meanings attributed to NAFTA, whether "a giant truck in your rear-view mirror"(in Ralph Nader's words) or a panacea for what they tell us about the changing relationship between national governments and their publics. She finds that, rather than strengthening national authority, the passage of NAFTA led to intense public questioning and deep political divisions in both Mexico and the U.S.

Abstract

Many existing theories of economic liberalization fail to account for Mexico's experiences. Why has the Mexican government risked alienating its primary constituencies by pursuing trade opening and joining NAFTA? Big Business, the State, and Free Trade develops a general explanation of trade policy coalition politics and uses it to explain the opening of Mexico's economy. It emphasizes the role of business and state actors in constructing competing trade policy coalitions. The book traces the formation and relative strength of a protectionist and a free trade coalition across a series of policy episodes from the 1970s to the 1980s. It pays particular attention to the North American Free Trade Agreement, which consolidated a strong free trade coalition between big business and state elites. The conditions that strengthened the free trade coalition have also contributed to higher levels of political and economic instability since 1994. Coalition politics is likely to become more important as Mexico's political system democratizes.

Abstract

International negotiations have become an important feature of the world trading system, but very few scholars have attempted to analyse this process. Using case studies in four areas - culture, textiles and apparel, autos, and pharmaceuticals - negotiated in the North American Free Trade Agreement (NAFTA), Maryse Robert uses a theoretical framework to help explain the outcome of such negotiations in terms of structure and process that. The structure of negotiations relates to states' objectives, outcomes, resources (in industry and in government), and issue-specific power. Process involves state's behaviour as expressed by its tactics during negotiation. Among the questions the author raises are: How are winning and losing defined in a given issue area? What are a state's resources as it enters a trade negotiation? Are all resources equally important? Is the utility of some tactics linked to certain resources? The key message of the book is that it is the right mix of resources and tactics that determines the outcome of negotiation. Very few scholars have attempted to analyse trade negotiations. Using case studies in four areas - culture, textiles and apparel, autos and pharmaceuticals - Robert proposes a theoretical framework to help explain the outcome of a negotiation in the field of international trade. She argues that this outcome has two characteristics: structure and process. The former is constituted of the resources a state brings to the table in a given issue area; the latter refers to the state's behaviour as expressed by its tactics during negotiation. The key message of the book is that it is the right mix of resources and tactics that determines the outcome.

Abstract

Applied general equilibrium (AGE) models have received considerable attention and scrutiny in the public debate over the North American Free Trade Agreement (NAFTA). This collection brings together the leading AGE models that have been constructed to analyse NAFTA. A variety of approaches to modelling trade liberalization are taken in these studies, including multi-country and multi-sectoral models, models that focus on institutional features of particular sectors (agricultural, autos, steel, textiles and apparel) affecting multinational firms and rules of origin, and models with some inter-temporal structure. Further, by constructing stylized models, theoretical linkages have been identified that drive numerical results in the larger AGE models. The volume also assesses what can be learned about the likely economic effects of NAFTA from the collection of studies taken as a whole. Areas in need of further study have been highlighted.

Abstract

The North American Free Trade Agreement (NAFTA) and its companion agreement, the North American Agreement on Environmental Cooperation (NAAEC), provide important and often underappreciated protection for the environmental laws of the Party states: Canada, Mexico, and the United States. On the twentieth anniversary of NAFTA's ratification, this book assesses the current state of environmental protection under those agreements. Bringing together scholars, practitioners, and regulators from all three Party states, it outlines the scope and process of NAFTA and NAAEC, their impact on specific environmental issues, and paths to reform. It includes analyses of the impact of the agreements on such matters as bioengineered crops in Mexico, assessment of marine environmental effects, potential lessons for China, climate change, and indigenous rights. Together, the chapters of this book represent an important contribution to the global conversation concerning international trade agreements and sustainable development.
