Reforming the United Nations - Fit for Purpose at 75? - examines the efforts of Secretary-General, António Guterres, to improve the aging organisation during 2017-2019. On development , the global network was repositioned better to assist countries. On peace and security , the Secretariat was reorganised with a focus on conflict prevention. On management , the paradigm centred on decentralisation and accountability. Other priorities addressed sexual exploitation in peacekeeping and gender parity. The detail analysis of the reform process highlights the positions of the United States, Russia, China, the Group of 77 and the European Union. Official records are used. The Guterres reform was respectable by improving efficiency and effectiveness. Reform proposals did not, however, address fundamental problems including Security Council reform.

This book constitutes a judgement on the overwhelming importance as well as the vulnerability of multilateralism at a time when the UN has never been more indispensable. The book describes : how autocracy in the US, China and Russia constrains the UN; why North-South politics has been a constant feature of intergovernmental debate; how the UN development system became an extended patronage system; what the UN learnt from its peacekeeping failures, and how it continues to adapt. Four areas of needed and feasible reform to restore UN credibility.

The United Nations is in need of reform. There has always been widespread agreement that this is the case – indeed throughout the 60-year history of the Organization. Differences over the best cure reflect the political confrontation between its 191 member states. The institution has been criticized to lack legitimacy, to need accountability and to be inefficient with a bloated bureaucracy. Recently, allegations of mismanagement and corruption in the Oil-for-Food Program have led to a crisis of confidence. The public debate followed reform initiatives for enlarging the Security Council, achieving the Millennium Development Goals, and establishing new collective mechanisms to protect human rights, counter terrorism and respond to crimes against humanity. Strengthening oversight, governance and management practices aimed at introducing fundamental institutional changes. The publication describes the reform process leading to the United Nations Summit in September 2005. The achievements remain disappointing with the failure to approve a grand bargain. A number of recommendations are put forward to facilitate the reform process in the United Nations, realising, however, that this will remain cumbersome and a lengthy step-by-step effort.
