Abstract

This first World Bank report on drought in Angola aims to provide a practical approach and actionable measures to support the government of Angola in its paradigm shift toward drought and climate resilience. To provide a clear picture of the problem and its solutions, the report focuses on understanding the structural causes of water access vulnerability across the region, informing the prioritization of investments and the selection of water supply solutions at the community level, and providing a strategy for the water sector to build resilience to droughts and climate variability, which is also likely to intensify with global warming. This study finds four main causes of drought vulnerability in the South. These are: (1) a lack of information about the state of water points and deficient knowledge about the potential of water resources; (2) insufficient investments in water resources at the community level; (3) a lack of efficient mechanisms to repair, maintain, and guarantee the functionality of infrastructure at the community level; and (4) limited institutional capacity at various levels to prepare for, mitigate, and respond to droughts.

Abstract

Rivers and their watersheds constitute some of the most dynamic and complex landscapes. Rivers have sustained human communities, and human societies have utilized and altered river flows in a number of ways for millennia. However, the level of human impact on rivers, and on watershed environments, has become acute during the last hundred years or so. This book brings together empirical research and theoretical perspectives on the changing conditions of a range of river basin environments in the contemporary world, including the history and culture of local societies living in these river basins. It provides theoretical insights on the patterns and nature of the interaction between rivers and their use by human communities. The chapters are written from a variety of positions, including environmental science, hydrology, human ecology, urban studies, water management, historical geography, cultural anthropology and tourism studies. The case studies span different geographical regions, providing valuable insight on the multifaceted interactions between rivers and our societies, and on the changing riverscapes in different parts of the world. Specific detailed examples are included from Australia, Brazil, France, India, Iran, Japan, the Netherlands, New Zealand, South Africa, UK and USA.

Abstract

This work, Shared Water Resources in West Africa: Relevance and Application of the UN Watercourses and UNECE Water Conventions , addresses the question of whether riparian states in West Africa need to be parties to both the UN Watercourses Convention and the UNECE Water Convention, both of which have influenced current water regimes in the region. The initial transboundary water instruments in the region dealt primarily with navigation, later agreements addressed the need for cooperation, while recent regimes incorporate other principles of international water law articulated in the UN water treaties Although only six out of its numerous shared watercourses are currently regulated by legal instruments, West Africa contributed through these agreements to the development of international water prior to the adoption of the UN Watercourses and the UNECE Water Conventions in the 1990s.
