Terrorism in East Africa has remained a concern of the United States since 1998, when al Qaeda bombed U.S. embassies in Kenya and Tanzania. As part of its efforts to address this threat, State launched PREACT in 2009 as a program for long-term engagement and capacity building in East Africa. Abstract

The book analyses the management of the internal displacement caused by activities of Boko Haram's terrorist insurgence in Nigeria. With over 3.1m persons displaced, the humanitarian crisis is at teeter ends with acute malnourishment, inadequate wash and non-relief materials, improper hygiene facilities, and lack of access to basic relief aid for displaced persons. The array of humanitarian organisations belies the concrete living conditions of displaced persons and calls to question the huge resources assumed to be expended on managing the humanitarian crisis in the northeast of Nigeria and the Lake Chad Basin in general. Based on ethnographic research in IDP camps, the book chronicles the concrete living conditions of displaced persons and argues that IDPs in Northeastern Nigeria have been victimised first by Boko Haram's terrorism, and then victimised again by inefficient, un-coordinated, and unsuitable displacement management programs. This book also explicate the roles played by the Nigerian government and international aid agencies in managing this displacement, vis-à-vis a comparative analysis of similar, but better managed displacement situations in Kenya, Lebanon, and Turkey. Dr. Medinat Abdulazeez Malefakis is a Fellow at Collegium Helveticum Zurich, Switzerland. Abstract

This book provides a contemporary overview of Boko Haram's activities. Since Boko Haram emerged in 2002, media-driven narratives as well as social scientific methodologies have been increasingly applied to draw generalisable conclusions on what goals the groups have pursued, what strategies it has used for these purposes and the counter campaign strategies authorities have pursued. But from 2009 to 2018, Boko Haram has pursued high-intensity violence: assassinations, bombing, kidnappings, beheading or threats of violence, conscriptions and territorial occupation. This makes it imperative to deepen and broaden our understanding of the groups’ activities toward a problem-solving and policy-relevant analysis. Abstract

This book offers an innovative contribution to the literature on digital activism and cyberconflicts. Analysing sociopolitical and ethnoreligious conflicts within an African-centred context, the author uses Nigeria as a lens to understand the digital and organisational aspects of digital media uses in the Occupy Nigeria movement protest, the Boko Haram conflict and The Movement for the Emancipation of the Niger Delta (MEND) conflict. Timely, in a period of intense conflict across the globe, the author employs an interdisciplinary approach, drawing on the Cyberconflict Framework to examine conflicts emerging in computer-mediated environments. Examining the implications for socio-political and economic reform and change, the cases explored provide a snapshot of the emerging digital culture of conflict. The book contributes to existing knowledge by bridging the gap in the literature on digital activism and conflict as a field of study.

Abstract

This is the first study of Boko Haram that brings advanced data-driven, machine learning models to both learn models capable of predicting a wide range of attacks carried out by Boko Haram, as well as develop data-driven policies to shape Boko Haram’s behavior and reduce attacks by them. This book also identifies conditions that predict sexual violence, suicide bombings and attempted bombings, abduction, arson, looting, and targeting of government officials and security installations. After reducing Boko Haram’s history to a spreadsheet containing monthly information about different types of attacks and different circumstances prevailing over a 9 year period, this book introduces Temporal Probabilistic (TP) rules that can be automatically learned from data and are easy to explain to policy makers and security experts. This book additionally reports on over 1 year of forecasts made using the model in order to validate predictive accuracy. It also introduces a policy computation method to rein in Boko Haram’s attacks. Applied machine learning researchers, machine learning experts and predictive modeling experts agree that this book is a valuable learning asset. Counter-terrorism experts, national and international security experts, public policy experts and Africa experts will also agree this book is a valuable learning tool.
