Abstract

In its development agenda, the government of the Republic of Zambia (GRZ) is strongly committed to tackling gender inequality. To support this vision, the Eighth National Development Plan (8NDP) 2022-2026 identifies human and social development as fundamental to inclusive development, and as a central ingredient to help catapult the transformation of the country. To achieve gender parity, the GRZ has put in place a policy and legal framework to guide the implementation of gender-responsive programming. Some of these issues can be addressed through a stricter implementation of the current policy and legal frameworks; however, enforcing existing legal frameworks which seek to promote women's empowerment is not enough. The report provides an overview of gender inequalities as reflected across key areas of human endowments; access to economic opportunities; women ownership and control over assets; and voice and agency and concludes with several recommendations for addressing ways in which women remain disadvantaged, including promoting income-generating activities, facilitating women's entrepreneurship training, and strengthening interventions to end child marriage and teenage pregnancies. Pinpointed recommendations are offered for each. Since drivers of gender inequality are interrelated, moving forward, addressing the many areas of vulnerability requires a holistic, interdisciplinary approach.

Abstract

Child marriage has lasting negative health, human capital, and welfare consequences. Conflict settings are characterized by a number of complex changes that can potentially increase the risk of child marriage, but there has been limited population-based research directly estimating the relationship between conflict and child marriage. Using Demographic and Health Survey data from 19 conflict-affected countries, this paper estimates the relationship between conflict and child marriage. It identifies the relationship based on variation over space and time in conflict intensity. The findings are mixed; in some countries conflict is associated with an increase in child marriage, in others it is associated with a decrease in child marriage, and in some cases there is not a statistically significant relationship. This overall pattern is robust to a variety of approaches to measuring conflict. These findings underscore how efforts to reduce child marriage need to consider conflict as a potential risk factor, but also one that is likely to interact with local economic, social, and demographic environments.

Abstract

An estimated one billion people around the world do not have an officially recognized means of identification (ID). The majority live in low-income countries (LICs), particularly in Sub-Saharan Africa and Asia. This study contributes to an overarching goal of building global knowledge about increasing women's and marginalized groups' access to and use of IDs to promote development. There is little systematic evidence about the causes of gender gaps or the exclusion of particular groups from possession of government-recognized IDs. The study aims to analyze gaps in access to the national ID issued by Nigeria's National Identity Management Commission (NIMC), and provide evidence-based advice to policy makers on how to lift the constraints that create high barriers for women and marginalized groups.
