Abstract

Although congressional investigations have provided some of the most dramatic moments in American political history, they have often been dismissed as mere political theater. But these investigations are far more than grandstanding. Investigating the President shows that congressional investigations are a powerful tool for members of Congress to counter presidential aggrandizement. By shining a light on alleged executive wrongdoing, investigations can exert significant pressure on the president and materially affect policy outcomes.Douglas Kriner and Eric Schickler construct the most comprehensive overview of congressional investigative oversight to date, analyzing nearly thirteen thousand days of hearings, spanning more than a century, from 1898 through 2014. The authors examine the forces driving investigative power over time and across chambers, identify how hearings might influence the president's strategic calculations through the erosion of the president's public approval rating, and uncover the pathways through which investigations have shaped public policy. Put simply, by bringing significant political pressure to bear on the president, investigations often afford Congress a blunt, but effective check on presidential power-without the need to worry about veto threats or other hurdles such as Senate filibusters.In an era of intense partisan polarization and institutional dysfunction, Investigating the President delves into the dynamics of congressional investigations and how Congress leverages this tool to counterbalance presidential power.

They were sometimes viewed as efficient institutions that guaranteed quality and skills. But they also excluded competitors, manipulated markets, and blocked innovations. Did the benefits of guilds outweigh their costs? Analyzing thousands of guilds that dominated European economies from 1000 to 1880, The European Guilds uses vivid examples and clear economic reasoning to answer that question.Sheilagh Ogilvie's book features the voices of honorable guild masters, underpaid journeymen, exploited apprentices, shady officials, and outraged customers, and follows the stories of the "vile encroachers"-women, migrants, Jews, gypsies, bastards, and many others-desperate to work but hunted down by the guilds as illicit competitors. Abstract

Most classical authors and modern historians depict the ancient Greek world as essentially stable and even static, once the so-called colonization movement came to an end. But Robert Garland argues that the Greeks were highly mobile, that their movement was essential to the survival, success, and sheer sustainability of their society, and that this wandering became a defining characteristic of their culture. Addressing a neglected but essential subject, Wandering Greeks focuses on the diaspora of tens of thousands of people between about 700 and 325 BCE, demonstrating the degree to which Greeks were liable to be forced to leave their homes due to political upheaval, oppression, poverty, warfare, or simply a desire to better themselves. Attempting to enter into the mind-set of these wanderers, the book provides an insightful and sympathetic account of what it meant for ancient Greeks to part from everyone and everything they held dear, to start a new life elsewhere-or even to become homeless, living on the open road or on the high seas with no end to their journey in sight. Each chapter identifies a specific kind of "wanderer," including the overseas settler, the deportee, the evacuee, the asylum-seeker, the fugitive, the economic migrant, and the itinerant, and the book also addresses repatriation and the idea of the "portable polis." The result is a vivid and unique portrait of ancient Greece as a culture of displaced persons.

Abstract

During the Cold War, thousands of musicians from the United States traveled the world, sponsored by the U.S. State Department's Cultural Presentations program. Performances of music in many styles-classical, rock 'n' roll, folk, blues, and jazz-competed with those by traveling Soviet and mainland Chinese artists, enhancing the prestige of American culture. These concerts offered audiences around the world evidence of America's improving race relations, excellent musicianship, and generosity toward other peoples. Through personal contacts and the media, musical diplomacy also created subtle musical, social, and political relationships on a global scale. Although born of state-sponsored tours often conceived as propaganda ventures, these relationships were in themselves great diplomatic achievements and constituted the essence of America's soft power. Using archival documents and newly collected oral histories, Danielle Fosler-Lussier shows that musical diplomacy had vastly different meanings for its various participants, including government officials, musicians, concert promoters, and audiences. Through the stories of musicians from Louis Armstrong and Marian Anderson to orchestras and college choirs, Fosler-Lussier deftly explores the value and consequences of "musical diplomacy."
