Abstract

This paper has outlined an ambitious agenda for the WBG to support PPR enhancement at country, regional, and global levels as part of a broader approach to strengthen health systems. It is an agenda that not only seeks to deliver on the Bank's IDA commitments related to disease outbreaks and crisis response but also to respond to demands from all our shareholders, clients, and other stakeholders for the Bank to play a key role in strengthening PPR capacities at country and regional levels through a wider health system strengthening agenda. Policy commitments from IDA's Human capital special themes support the building of resilient health systems that can provide core essential health services and have the capacity to prevent, detect, and respond to disease outbreaks and other health emergencies an approach that will ensure sustainability, efficiency, and effectiveness. The paper has highlighted that PPR is an inherently multisectoral agenda. Further, the paper has argued that there are large financing gaps to fill, particularly in LICs and MICs. Looking forward, the WBG will support strengthening of PPR through actions in three interconnected domains: 1. financing; 2. global engagements and partnerships; and 3. analytics, evidence, and dialogue.

Abstract

La reciente crisis ha evidenciado la necesidad que tienen los países de identificar capacidades y brechas existentes para asegurar que sus sistemas de salud estén preparados para soportar el estrés causado por una emergencia sanitaria, que pueden ser extensas y de gravedad, y que además amenazan la prestación rutinaria de servicios esenciales de salud. En ese sentido, el fortalecimiento de muchas de las áreas del sistema de salud también contribuye a fortalecer la seguridad sanitaria y viceversa, el fortalecimiento de las capacidades de preparación y respuesta ante emergencias en muchos sentidos fortalece el sistema de salud en general. Existe una superposición entre esfuerzos para fortalecer los sistemas de salud para que sean confiables y sostenibles y fortalecer la seguridad sanitaria. Por ello, es importante identificar y promover aquellas inversiones que fortalecen las capacidades de preparación y respuesta ante emergencias sanitarias y que a su vez contribuyan a fortalecer el desempeño del sistema de salud y lo haga más resiliente.

Abstract

What does it really mean to reconstruct a city after a natural, biological or man-made disaster? Is the repair and reinstatement of buildings and infrastructure sufficient without the mending of social fabric? The authors of this volume believe that the true measure of success should be societal. After all, a city without people is no city at all. Invisible Reconstruction takes the view that effective disaster mitigation and recovery require interdisciplinary tactics. Historian Lucia Patrizio Gunning and urbanist Paola Rizzi expand beyond the confines of individual disciplines or disaster studies to bring together academics and practitioners from a wide variety of disciplines, comparing strategies and outcomes in different scenarios and cultures from South America, Europe and Asia. From cultural heritage and public space to education and participation, contributors reflect on the interconnection of people, culture and environment and on constructive approaches to strengthening the intangible ties to increase resilience and reduce vulnerability. By bringing practical examples of how communities and individuals have reacted to or prepared for disaster, the publication proposes a shift in public policy to ensure that essential physical reinforcement and rebuilding are matched by attention to societal needs. Invisible Reconstruction is essential reading for policymakers, academics and practitioners working to reduce the impact of natural, biological and man-made disaster or to improve post-disaster recovery.

Abstract

Decisionmakers today largely assess emergency preparedness and homeland security "in the rear view mirror," looking at performance in actual events and responding to perceived failures. While learning from real-world experience is important, better ways to assess preparedness prospectively will lead to better choices as to how and where to strengthen it. This paper frames a broad set of questions about how preparedness can be meaningfully measured and lays out some of the ingredients needed to answer them. To simplify the discussion, it focuses on response activities--the near-term actions taken by responder organizations when a disaster or terrorist incident is occurring or in its immediate aftermath that are intended to limit its consequences. It also provides some background on the national preparedness system and on current approaches for assessing emergency preparedness, and it introduces the concept of response reliability, an alternative way of thinking about measuring preparedness that can answer the public's and policy makers' fundamental question: How certain should we as a nation be that the systems we have put in place to respond to damaging events will be able to deliver when called upon?

Abstract

No education professional wants to think about an active shooter on campus. Recent tragic events illustrate a clear and imminent need to prepare educators for these threats. Public institutions are required by law to follow rules and regulations to train for emergency responses, and several states gave enacted or are considering enacting regulations specific to early childhood programs.
