Abstract

Le terme « résilience » est maintenant passé dans le langage courant, au point de susciter des espoirs menant à des mécompréhensions, voire à des contresens, autant qu’à des tentatives de récupération volontariste. Inviter à la résilience la personne qui a subi un choc vital, certes, c’est important, mais est-ce si simple, cela suffit-il ? Pour revenir aux fondements de la résilience, cet ouvrage part à la recherche des significations originelles du terme dans d’autres disciplines comme la physique, les sciences du vivant, végétal et animal… Cette exploration ouverte a permis de relever des diversités, autant que des constantes, qui ne seront pas sans nous surprendre sur la nature de ce processus complexe, qui reste potentiellement vivace, tout en nous échappant toujours. Une approche passionnante par la diversité de ses références, qui enrichit la compréhension de cette forme de survie psychique.

Réhabiliter le conflit pour améliorer la qualité du travail. La proposition n'est contradictoire qu'en apparence. Yves Clot et ses collègues montrent, à partir de l'action, comment le conflit autour de la qualité du travail peut devenir une méthode de coopération dans les organisations : c'est à ce prix que le travail bien fait est possible. À ce prix aussi qu'une écologie du travail devient crédible. On peut rendre sa souveraineté au travail contre tout ce qui mine la fierté de l'acte professionnel en l'écartant de la boucle de décision. Ce livre explique comment s'y essayer en instituant la coopération conflictuelle, entre salariés comme entre ces derniers et leur hiérarchie. C'est la qualité du travail qui rassemble. Dans un monde saturé de conflits, le conflit de critères autour de la qualité du travail n'a pourtant pas droit de cité, laissant le travail « ni fait ni à faire » nous abîmer et abîmer la planète. Yves Clot et ses collègues, en s'appuyant sur le récit de trois longues expériences de travail collectif, dans un EHPAD, dans le service de la propreté d'une grande ville et dans une usine automobile, regardent ce conflit en face. Au passage, ce sont les frontières entre dirigeants et dirigés qui se trouvent redessinées.

Abstract

How does trade policy affect exporters' ability to respond to foreign demand shocks Faced with a sudden change in the demand for their goods, exporting firms must optimally change their inputs and/or input sources. This paper tests whether a country's own trade policy makes such adjustments harder for firms that rely on imported inputs. The analysis exploits new time-varying data on tariffs and non-tariff measures faced by Indonesian firms and focuses on the impact of exchange rate shocks on exports to Japan. In response to a depreciation of the yuan, which makes Chinese exports more competitive, the findings show that firms that face non-tariff measures on their inputs see a much larger drop in their export values compared to firms that do not face any non-tariff measures. That is not the case for import tariffs on inputs, which do not affect the export response to the shock. This difference is consistent with the (partial) fixed costs imposed by non-tariff measures on imports in contrast to the pure variable costs of tariffs. The magnitude of this effect depends on the type of non-tariff measure and on firms' characteristics, such as their participation in global value chains, size, and product quality.

Abstract

This report looks at resilience through national health system lenses and provides lessons to strengthen health systems for future shocks. The findings are based on case studies from five countries in Eastern Europe and the South Caucasus (Armenia, Azerbaijan, Georgia, Moldova and Ukraine), as well as focus group discussions with the population and health care workers in Georgia, Armenia, and Moldova. The following section provides the definition and examples of health system resilience. This is followed by descriptions of the baseline characteristics of the five Eastern European and South Caucasus countries' health systems pre-pandemic performance, which determined most of their capacity and decisions to deal with the shock. The rest of this report reviews key baseline characteristics of the health systems in the countries, which are followed by lessons from the countries' responses to the pandemic (a summary of each country case study is provided in Annex A). The report concludes with recommendations for building the strong and resilient health systems needed to protect human capital through shocks and crises.

Recently we have seen several catastrophic events causing huge disruptions, losses, and panic. There is a growing likelihood that these natural disasters and physical and cyber warfare attacks will increase in frequency and lethality, increasingly impacting civilian infrastructure, due to global warming, increased civil unrest and global tensions as international competition increases. Imagine if two or more occur at the same time? Certainly, cyberattacks can be planned, rehearsed, and launched during the middle of one or more natural events. Up until now we have dealt with each of these events by trying to build systems that are better at detecting, preventing, and protecting us against them. Sadly, we have learned that these events cannot be totally prevented or stopped and have taken their toll. There is a rising chorus arguing that we must learn to, both individually and collectively, become more resilient in the face of these disastrous events. But how? The author believes we can learn to do better by becoming more resourceful, innovative, collaborative, and by taking a page from how we fight wars. This book details how these measures can be adapted to keep our systems operational and to rapidly reconstitute lost infrastructure.

The Covid-19 crisis caused massive disruptions to businesses around the world. Many were caught unprepared by the pandemic, putting some in danger of collapse. But not all were equally affected—some emerged from the crisis in a position of advantage. Research on corporate performance over decades shows that the dispersion between companies consistently increases in times of crisis. In other words, resilience to unexpected shocks has a disproportionate impact on long-term competitive advantage. Furthermore, ongoing trends are making it harder for businesses to sustain success over time. New offerings are being adopted, matched, and made obsolete faster, and competitive advantage is becoming less durable. In order to survive in the long run, businesses must reinvent themselves regularly—doing the same thing over and over will eventually lead to failure. Many business leaders are now expressing an intention to make their companies more resilient, but there is not yet a well-codified playbook for doing so. This book, drawing on research from the BCG Henderson Institute over many years, provides a set of perspectives on how to thrive under adverse conditions and how to reinvent businesses for the changing context.
