Abstract

April 2000 - Demand for AIDS vaccines varies by level of risk and by national wealth. At-risk individuals in poor countries suffer on both counts. Providing funds to develop and distribute AIDS vaccines should be a global concern. Bishai, Lin, and Kiyonga delineate two different algorithms for the purchase of AIDS vaccines, to show how differences in policy objectives can greatly affect projections of the number of courses of vaccine that will be needed. They consider a hypothetical vaccine costing USD 10 to produce, and offering 60 percent, 75 percent, and 90 percent reductions in the risk of HIV for 10 years. For each of the world's 10 major geographic divisions, they use published estimates of the risk of AIDS, the value of medical costs averted, and the value of potential productivity losses. Under the health sector algorithm - in which purchases are made to minimize the impact of AIDS/HIV on government health spending - 766 million courses of vaccine would be purchased. Under the societal algorithm - in which purchases are made to minimize the impact of AIDS/HIV on health spending and GDP - more than 3.7 billion courses of vaccine would be purchased. Under an equity model - allocating vaccines to everyone in the world at high risk as if they had the financial resources of Western Europeans - vaccine would be offered to 4.7 billion people. For a Western European man, reducing the risk of HIV/AIDS would be a USD 789 concern; in Africa, the comparable risk would be a USD 48,577 crisis. The authors conclude that financing AIDS vaccines solely on the fixed budget of a ministry of health means large vulnerable populations wouldn't receive the vaccine. Allocating the vaccine based on society's ability to pay would still exclude many poor infants who would probably be immunized if they were born in more developed regions. Policymakers concerned about equity in health care must redouble efforts to making the financing of development and distribution of AIDS vaccines a global, not a regional, concern. Hoe vaak komen zij in aanraking met internetrisico's en hoe vaak ervaren zij dit zelf als vervelend? Typische internetrisico's zijn: online pestgedrag, het ontvangen van seksueel getinte beelden en boodschappen, en het leren kennen van vreemden met wie vervolgens offline contact ontstaat. Onderzocht is ook welke rol digitale vaardigheden spelen in de omgang met online risico's en wat de invloed is van ouders, docenten en vrienden. Het onderzoek is uitgevoerd op basis van gegevens uit 2010 verzameld in het kader van het EU Kids Online project.

Abstract

Whether increasing life expectancy leads to better health remains still controversial. Three topics are explored: (1) vanguard groups which inform about possible levels of health if the general social and environmental conditions were to approach those of the vanguard group; (2) the social and behavioral determinants of health differentiated into proximal and distal factors; (3) vulnerable groups such as migrants and the health differences between migrant groups. Newly available population-based data as well as new study designs and advanced statistical modelling form the basis for the empirical analyses. Die in diesem Band versammelten Ergebnisse zeigen deutlich, dass die Gesundheitspolitik sich insbesondere um die Bewohner ländlicher Gebiete kümmern muss, denn Spezialisten sind dort rar gesät. Abstract

This original ethnographic research explores the relationship between the HIV/AIDS epidemic and the rights-based struggles of sexual minorities in contemporary India. Sex workers, gay men, and transgender people became visible in the Indian public sphere in the mid-1980s when the rise of HIV/AIDS became a frightening issue. The Indian state started to fold these groups into national HIV/AIDS policies as "high-risk" groups in an attempt to create an effective response to the epidemic. Lakkimsetti argues that over time the crisis of HIV/AIDS effectively transformed the relationship between sexual minorities and the state from one that was focused on juridical exclusion to one of inclusion. The new relationship then enabled affected groups to demand rights and citizenship from the Indian state that had been previously unimaginable. By illuminating such tactics as mobilizing against a colonial era anti-sodomy law, petitioning the courts for the recognition of gender identity, and stalling attempts to criminalize sexual labor, this book uniquely brings together the struggles of sex workers, transgender people, and gay groups previously studied separately. A closely observed look at the machinations behind recent victories for sexual minorities, this book is essential reading across several fields.

There is no doubt that women should be the preferential recipients of these health policies and strategies and, therefore, pathologies that have an impact on their quality of life as well as the situations of gender violence that these women experience also occupy a place within the content of this book.
